ABOUT THE CONTINUUM OF CARE (COC) PROGRAM COMPETITION
The FY Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
This Notice of Funding Opportunity (NOFO) establishes the funding criteria for the FY Continuum of Care (CoC) Program. Every year the U.S. Department of Housing and Urban Development (HUD) releases a several billion dollars available to the CoC upon application. HUD may add to the total amount with any available funds that have been carried over or recaptured from previous fiscal years. Yes, applicants to submit the updated lease and/or deed as required by HUD.

Yes, a lease is an acceptable form of site control. Site control includes evidence such as a deed or lease, per pg. 21 of the NOFO. No, the applicant does not need to have ownership over the site.

Yes, all applications must be submitted with 5 hard copies and 1 original hard copy and 1 digital copy on a flash drive. Standard 3 ring binder will be accepted.

Yes, all recipients and subrecipients that receive grant funds must operate the housing or provide supportive services for at least 15 years from the date of initial occupancy or date of initial service provision, per 24 CFR 578.81.

For the purpose of this NOFO, “new PSH units” are defined as: any units that will be created for PSH that haven’t existed prior to the grant award.

Yes, as long as a lease or deed is able to be obtained and the property is able to be rehabilitated within the time frame required by HUD, per 24 CFR 578.85.

Match is historically 25% of the requested amount, meaning an applicant will need to meet the match amount by the end of the grant. (i.e. match could either be attained within the first year or collectively over the years applied for).

HUD NOFO Ranking
A panel of impartial evaluators reviewed and ranked all applications, as shown below. Historically, HUD has funded Tier One projects, while Tier Two projects receive funding when possible. This ranking chart, along with all CoC competition applications, was submitted to HUD.

DV providers can utilize the HUD APR from Sage. Providers are reminded to ensure that dates on their APR reports align with the dates asked in the RFP.

Yes, Renewal Applications will be need to also have a completed expansion request for increased funding.

The 15% de minimis indirect rate is effective starting October 1, 2024, and that grantees with executed grant agreements prior to October 1, 2024 can use the 15% de minimis indirect rate, if the executed grant agreement already indicated that the grantee is using the de minimis rate, and only for costs incurred on or after October 1, 2024.
