ABOUT THE CONTINUUM OF CARE (COC) PROGRAM COMPETITION
The FY Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
This Notice of Funding Opportunity (NOFO) establishes the funding criteria for the FY Continuum of Care (CoC) Program. Every year the U.S. Department of Housing and Urban Development (HUD) releases a several billion dollars available to the CoC upon application. HUD may add to the total amount with any available funds that have been carried over or recaptured from previous fiscal years. FY25-26 CoC Competition RFP Questions & Answers:

A: Agencies that are new and that have not had audits will need to provide a letter explaining the reason for lack of audit.

A: This is up to the Evaluators. Our task is to accept all apps that are eligible and have evaluators make determination. If a project straddles Tier 1 and 2, we will contact the agency to make sure that it is viable with just the Tier 1 funding. If it can’t function unless fully funded, then the Evaluators may choose differently. Applicants do not determine the tiering; this is based on raw score from evaluators.

A: If the full rent were paid by the program, any reimbursement of prorated rent would go back to the program. If the client paid a portion, then they would get their portion back and the program would get their portion back. HUD subsidies cannot pay past when the client moves out. But make sure that if a person goes to jail, hospital, they can keep their housing if they are in an institution for less than 90 days.

Although the CoC established rankings for the 2024-2025 applications, HUD made adjustments, providing additional funding to various agencies and defunding those ranked at the bottom (highlighted in peach)

A panel of impartial evaluators reviewed and ranked all applications, as shown below. Historically, HUD has funded Tier One projects, while Tier Two projects receive funding when possible. This ranking chart, along with all CoC competition applications, was submitted to HUD.
