ABOUT THE CONTINUUM OF CARE (COC) PROGRAM COMPETITION
The FY Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
This Notice of Funding Opportunity (NOFO) establishes the funding criteria for the FY Continuum of Care (CoC) Program. Every year the U.S. Department of Housing and Urban Development (HUD) releases a several billion dollars available to the CoC upon application. HUD may add to the total amount with any available funds that have been carried over or recaptured from previous fiscal years. âJuly 17th - DEADLINE: ALL PROJECT APPLICATIONS (NEW AND RENEWAL) ARE DUE BY 12:00PM HST
Interested applicants must submit all required materials and supporting documentation to the Partners In Care office: 200 N Vineyard Blvd, Suite A-210, Honolulu, HI 96817. Any partial or late applications will be ineligible for funding.
July 20th - August 3rd - Evaluation Committee Receives All Applications that pass threshold review
The Evaluation Committee reviews all proposals and consults with PIC Planning Department, as needed. PIC Planning will provide an overview of all applications that have passed the threshold.

August 3rd - Evaluation Committee Final Meeting
During this meeting, the Evaluation Committee will conduct a final review of renewal project applications and scores. The Committee will also review and discuss any new project applications being considered for inclusion in the Continuum of Careâs consolidated application to HUD. In addition, the Committee will make recommendations regarding any renewal projects that may be subject to funding reductions, reallocation, or elimination based on the established evaluation criteria and HUD requirements.
August 4th - Final Project Ranking Sent to CoC Advisory Board for Review and Posted on the PIC website
Notification of action that all project applicants who submitted new and renewal project applications in the local CoC competition are notified at least 20-days prior to the HUD application submission deadline of the CoCâs acceptance, including the ranted position of the project applications. This notification will be posted publicly or sent via email to individual project applicants.
August 6th - Appeals due to Partners In Care 12:00PM HST
Applicants may submit an appeal if their application is rejected, not recommended for funding, or recommended for partial funding through the local CoC competition process. Appeals must be sent to planning@partnersincareoahu.org
August 7th - Appeals heard by the Advisory Board
The Advisory Board will review all submitted appeals and make the final determination regarding the CoC Priority Listing and the Collaborative Application.
August 7th - Publication of Final Consolidated CoC Application
CoC consolidated application draft & project rankings posted on PIC website for public review & comments.
August 10th - Public Posting of Final consolidated CoC Application
The CoC will have an opportunity for public comment on the consolidated application prior to submission in e-snaps.
August 20th - Final Consolidated CoC Application Submitted to HUD
The Completed application will be submitted to HUD through e-snaps by the Collaborative Applicant.

A: When applying for a renewal you must request the same amount. In order to request more funding, you will need to submit an application for a renewal AND expansion grant.

A: We strongly advise to only apply for one year of funding. Your project would not be considered renewable for 5yrs which would in turn put barriers in lace for future organizations and limit the amount of funding available in future NOFO cycles overall reducing the Annual Renewal Amount for 5yrs.

A: HUD will allow new projects to request 1 year of funding with a longer initial grant term not to exceed 18 months. HUD has determined that most new projects requesting 1 year of funding normally take approximately 3 to 6 months to begin fully operating the new project (e.g., hiring staff, developing partnerships with landowners if leasing or renting). Therefore, a new project requesting 1 year of funding may request a grant term of 12 months to 18 months that will allow for the additional start-up process. (Page 24 of the NOFO)

HUD's standard for this attachment is documentation proving the UEI, and the SAM.gov entity registration summary (the page/printout showing entity name, UEI, and active registration status) is exactly what satisfies that

A panel of impartial evaluators reviewed and ranked all applications, as shown below. Historically, HUD has funded Tier One projects, while Tier Two projects receive funding when possible. This ranking chart, along with all CoC competition applications, was submitted to HUD.
