General Membership Meeting
The Oʻahu Continuum of Care (CoC) General Membership plays a vital role in year-round strategic planning to address homelessness on Oʻahu. Open to individuals, agencies, and government offices within the HI-501 geographic area, members work together to assess housing and service needs, identify gaps, and strengthen connections to mainstream resources. Members are responsible for key decisions, including selecting the Advisory Board, reviewing the Governance Charter, and designating the Lead Agency. They also vote on formal actions, participate in committees, and are expected to attend a majority of membership meetings each year. Annual membership requires submitting a completed membership packet and dues, with fee waivers available. Through collaboration, the General Membership guides the CoC’s operations, planning, and advocacy efforts.

2026 O'ahu Point In Time Count
The Point in Time Count (PIT Count) is a federally mandated census count from the Department of Housing and Urban Development (HUD), to be completed biennially by each Continuum of Care across the United States. The PIT Count provides a snapshot of all those experiencing homelessness in our shelters, streets, beaches, cars, or other places not meant for human habitation. The PIT Count is vital for establishing federal funding from HUD as well as State, local and private funding to help end homelessness on O‘ahu. Although the PIT Count report represents a snapshot at one point in time, it provides us an opportunity to look at the trends and demographics of those experiencing homelessness in our community on a single night and across multiple years of Counts.

The Planning Committee leads strategic planning and funding efforts for the Oʻahu Continuum of Care (CoC). The committee works with the Lead Agency to complete the annual HUD CoC Program funding application and regularly updates Hawaiʻi’s Plan to End Homelessness. The board provides guidance on the Coordinated Community Plan and ensures youth perspectives are central in the development of housing and support programs. OYAB also serves as the approving authority for funding requests related to the Youth Homelessness Demonstration Program (YHDP) submitted to HUD. Additionally, the board designates a representative to serve on the CoC Advisory Board to ensure youth voices are included in broader decision-making. When needed, OYAB may delegate responsibilities to the Lead Agency or other designated entities. Through this work, the board ensures that youth with lived experience help lead system change efforts on Oʻahu.

The committee also reviews and approves data-related plans and monitors HMIS administration to ensure compliance with HUD requirements. Additionally, it evaluates new provider access requests, with an appeals process available through the CoC Advisory Board. Through its work, the committee helps maintain high-quality, confidential, and effective data practices to guide homeless services on Oʻahu.
Member Relations Committee
The Member Relations Committee focuses on recruiting, welcoming, and engaging members of the Oʻahu Continuum of Care (CoC). The committee leads efforts to orient new members, provide training, and encourage participation in CoC activities and committees. It works closely with the Awareness and Communications Committee to promote committee involvement and broaden outreach to underrepresented groups and community partners. The committee also reviews the CoC Governance Charter and related policies, recommending updates as needed to the Advisory Board and General Membership. Additionally, it addresses member concerns and works to improve overall participation and engagement through these efforts, the committee helps ensure a strong, diverse, and active CoC membership.
CoC Advisory Board
The Advisory Board serves as the governing body for the Oʻahu Continuum of Care (CoC), providing leadership and oversight of its policies, operations, and strategic direction. The board is responsible for developing broad policies, ensuring the CoC has adequate resources, and appointing and evaluating the Lead Agency. It reviews funding decisions, oversees HUD CoC Program applications, and ensures compliance with federal regulations related to housing and homeless services. The board also acts on committee recommendations and establishes written standards for eligibility, prioritization, and participant contributions across CoC housing programs. In collaboration with partners, it ensures consistent and fair practices for all CoC-funded projects. Through these responsibilities, the Advisory Board helps guide and strengthen the CoC’s overall impact in addressing homelessness on Oʻahu.

Awareness & Communications Committee
The Awareness and Communications Committee leads efforts to increase community understanding of homelessness and the work of Partners In Care. The committee organizes campaigns, trainings, and events to reduce stigma, address “Not in My Backyard” (NIMBY) concerns, and foster collaboration with community partners. It plans and promotes the annual Hawaii Homelessness & Housing Solutions Conference and manages media outreach, including press releases, social media, and website updates. The committee also develops an annual Awareness Plan, designs marketing materials, and coordinates communications around key initiatives such as the annual Point-in-Time Count. Through these efforts, the committee works to build compassion, shift public perceptions, and support the CoC’s strategic goals.
O'ahu Youth Action Board (Youth ONLY)
The O‘ahu Youth Action Board (OYAB) was formed in March 2017 and is made up of members all of whom are age 29 or below and 100% are youth with lived experience of current or former homelessness. This is for youth ONLY.

The Lived Experience Committee is made up of individuals who have experienced homelessness and are committed to driving meaningful change within the Oʻahu Continuum of Care (CoC). This committee ensures that the voices of those with lived experience are centered in the planning, decision-making, and evaluation of homelessness services and systems. The committee meets regularly to elevate community-informed solutions and works in partnership with other committees to promote equity, accountability, and impactful change. Meetings will be held in person at the Partners in Care office and virtually to ensure inclusion of participants from the outer islands.
Planning & Housing Committee
The Planning and Housing Committee coordinates with the city on the annual McKinney-Vento/HEARTH Act homeless funding application and regularly updates Hawai‘i’s Plan to End Homelessness. It develops recommendations for funding priorities and strategies, and other cross-agency funding opportunities.
501c3 Board of Directors
Partners In Care 501c3 Board of Directors is comprised of 7 members from various backgrounds and are passionate about ending homelessness in Hawai’i. They meet monthly to discuss goals, budgets, policies, and planning.

General Membership Meeting & Blue Christmas Event
The Partners In Care General Membership serves to update the membership about any changes or new information from the Advocacy, Awareness, Board of Directors, Communications, CES Oversight, Planning, and Organizational Development Subcommittees.

The Executive Chair (or their designee) schedules and leads Advisory Board meetings and assigns tasks to committee members. The Advisory Board, with consideration of any recommendations from the Planning Committee, decides each year whether to allow new applications for CoC funding in the CoC application to HUD (vs. limiting the application to renewals only).

With a focus on creating awareness, fostering dialogue, and exploring effective policy solutions, this conference aims to drive meaningful change to build a more equitable housing landscape for Hawai'i.
